"THE INTRODUCTION"

Vishnu Garden Part -1 is a West Delhi colony which comes under 'Rajouri Garden Assembly Constituency AC No. 27' & newly delimited ward  Tagore Garden MCD Ward No.-106. It lies on the left side of the Main Punjabi Market Road connecting Subash Nagar Crossing with Keshav Pur DTC Depot. The colony is more than 55 years old and most residents belongs to the middle class categoriey.VISHNU GARDEN PART-1 was declared Regularised by the MCD and listed at Sl. No. 86. on page No. 3. Vide MCD Standing Committee Resolution no 193 dated 16.8.1979.
But

Vishnu Garden Part -1 is one of the most neglected colony as far as Municipal Corporation of Delhi (MCD) is concerned. The elected  MLA & MCD Councilors are also of no help for the locality. They are not at all concerned about the problems of colony. The residents repeatedly explained their problems to them but they are keeping a blind eye towards the locality. The following are the few examples which will prove this point :

1.     The name of ''Vishnu Garden Part-1'' is not included in the MCD's colony list published on MCD web site www.mcdonline.gov.in & on MCD Property Tax website www.mcdpropertytax.in/ while the name of all the adjoining small colonies e.g. Ganga Ram Vatika, Mukerjee Park, Choukhandi Extn. etc are included in it This is a deliberate attempt to make the residents 'Defaulters. The MCD colonies list was prepared some 3-4 years ago and many additions/ corrections were already been carried out. But what I failed to understand why such a big omission remained undetected for such a long time. What more to say about the negative attitude of MCD towards the locality.

2.     The most corrupt officers of MCD are posted here. Let's take an example of Sh. Sunil Kumar Mittal,the present Executive Engineer of this area. In the month of November ,2008, he was arrested by the Anti-Corruption Branch of the Delhi Government on charges of extorting money from a contractor to clear bills worth Rs.4 lakh for work done by him.

The contractor, Sudhir Bhardwaj therefore, lodged a complaint with the Anti-Corruption Branch of the Delhi Government alleging that Executive Engineer Sunil Kumar Mittal and Assistant Engineer Ravikant Sharma posted with the MCD Shahdara Zone ( at that time he was posted in the Shahdara Zone)were demanding money to clear bills for work he had already completed. The Junior Engineer concerned had cleared those bills, but the accused officials were sitting on the file for the past two months. Acting on the advice of the Anti-Corruption officials, the complainant carried out a sting operation purportedly revealing that the two engineers were hand-in-glove and demanding their cut before clearing the bills. Based on the findings, they were arrested and their houses were also searched .

The Anti-Corruption officials suspect that a similar modus operandi is being used by unscrupulous officials in other parts of the city to extort money from contractors. He remained in jail for more than 12 days. He was reinstated the month of May, 2009 . That means he remained suspended for just 5-6 month. Within this short period he was not only cleared of vigilance cases but also reinstated & got posted in this important West Zone area. How he managed all this in a short period of time can well be imagined. Now he boldly demands bribe without the fear law.

DEMOLOTION ACTION ON "PUNJABI MARKET ROAD"

Demolition actions on the 'Punjabi Market Road'(at some places this road is mentioned as Chand Nagar Road) are being done in order to comply the directions of the Hon ble High Court vide which it was directed to MCD to remove all the construction that exist in the street to make it 45 feet's or(13.716m) wide. Being a highly controversial matter, very less autheticel information is available with the Crusaders. We request all to contribute their views with us.
